MAC address spoofing changes the hardware identifier your network adapter reports to the system. Every network card carries a MAC address set at the factory. Anti-cheat reads it alongside drive serials, motherboard values and other hardware IDs, and treats the whole set as one fingerprint for your PC. If that fingerprint matches a machine it has already banned, your fresh account gets flagged.
Spoofing the MAC breaks one part of that fingerprint. On its own it is not enough, because the fingerprint is built from many identifiers at once. A proper spoofer changes the network adapter as part of a full hardware identity, not in isolation.
Your MAC address is one line in a much longer machine fingerprint. That fingerprint also covers drive serials, motherboard identifiers and other hardware values. Change the network adapter alone and everything else still points at the same PC. That is why Arctic ships MAC spoofing as one feature inside a full HWID spoofer, not as a tool on its own.
Session level versus firmware level

What spoofing your MAC will not do
It does not unban the old account and it does not remove the ban record. A spoofer gives a clean account a clean machine, nothing more. A brand new account posting pro level numbers still draws far more attention than an aged one, so level the account before you turn aim features on.
Before and after you spoof
